Horse Pull Toy, German , wooden base w/all 4 wheels, fur, horse hair mane & tail

Maybe from late 1800’s. Metal (iron?)eyes, not glass. Wooden head, nose & legs. Body is not wood, paper mache? or burlap? I can see wood in one of the legs in a seam. Saddle is mostly gone. 16″ tall including base.
